SUBJECT: Update to Army Cloud Service Offering Procurement Guidance
1. References. See enclosure.
2. Purpose. This memorandum provides updated guidance on the procurement of
Cloud Service Offerings (CSOs) across the Army in accordance with Army Cloud
Governance Policy (reference 1a). This policy mandates the use of the Joint
Warfighting Cloud Capability (JWCC) contract vehicle for all new CSO procurements,
with limited exceptions, and supersedes previous directions issued under reference 1b.
3. Background. In alignment with the Army Cloud Governance Policy (reference 1a),
the Army continues to centralize and streamline cloud procurement to enhance
oversight, reporting, and operational efficiency. Historical Army Cloud direction and
guidance are provided (references 1c 1g). All DoD Components were directed to
leverage the JWCC contract vehicle for any new cloud computing capabilities and
services at the Secret [Impact Level (IL) 6] or Top Secret (reference 1h).
4. Guidance.
a. In accordance with the Army Cloud Army Governance Policy (reference 1a) and
DoD CIO Cloud direction (reference 1h), the Army mandates the use of the JWCC
contract vehicle for the procurement of all new CSOs across HQDA, ACOMs, ASCCs,
DRUs, and FOAs effective immediately. This directive only applies to Unclassified
(IL 2/4/5), and Secret (IL 6) cloud computing capabilities and services.
(1) ECMA will serve as the central authority to broker and manage CSO
procurements through JWCC to ensure compliance with Army governance, reporting,
and tracking requirements. To initiate procurement or seek further guidance, contact
ECMA at armycloud@army.mil.
(2) Designated non-NIPR accounts will leverage the Army Chief Information
Officer (CIO) commercial contract, intended for non-controlled classified information
(IL 2) requirements, until the Army CIO makes those capabilities available under JWCC.
Existing CSO procurements funded through other means (e.g., Other Direct Costs on
existing contracts) must coordinate with ECMA to develop transition plans to align with
JWCC, as appropriate, in accordance with reference 1a.

b. For Intelligence Community (IC) Component cloud requirements, including
existing and new Top-Secret capabilities, the Army will continue to centrally manage
procurement through the Army Military Intelligence Cloud Computing Service Provider
(AC2SP). HQDA, ACOMs, and ASCCs will submit their Intelligence CSO requirements
to HQDA-DCS-G2, where AC2SP will broker procurement using the Commercial Cloud
Enterprise or JWCC contracts via the IC CloudWorks Program Management Office,
consistent with Army governance policies.
c. ECMA will collaborate with the Deputy Assistant Secretary of the Army for
Procurement to update Army guidance and the Army Federal Acquisition Regulation
Supplement (reference 1g) as necessary to reflect this policy.
