S1NET Message Summary - 30 Apr 21

1. CLOTHING INITIAL ISSUE POINT (CIIP) CLASS A TRANSITION AND CONTROLLED SUPPLY RATE (CSR) POLICY, 22 APR 21.  From the Army G-4: The Army is transitioning from the Army Service Uniform (ASU) to the Army Green Service Uniform (AGSU) within the clothing bag for Soldiers at initial entry training (IET). This transition will take place at different times at each CIIP.  Army G-1 Uniform Policy has asked that we distribute this memo to leaders so they will be aware that Soldiers reporting from IET in the next few months may not have all of their initial issue.  Soldiers who do not receive a complete Basis Issue of their Class A Uniform (ASU or AGSU) will receive a DA Form 3078 listing the items due to the Soldier, as outlined in AR 700-84. https://www.milsuite.mil/book/docs/DOC-971488

2. AG COMMUNITY RFIs CONCERNING THE NEW AR 600-8-2, SUSPENSION OF FAVORABLE PERSONNEL ACTIONS (FLAG). From the FLAG Proponent:  At the suggestion of CW3 Carrion (thanks Chief) 593rd ESC, JBLM, starting this discussion and sharing location for any information, questions, or comments reference the updated flag regulation and new DA Form 268, or the new directive for promotion boards to see adverse and derogatory information up front. Questions posted at this link may also be used in the upcoming FAQ pamphlet update for scroll withholds, SSRB and PRB delay of promotions, and CRB actions. https://www.milsuite.mil/book/thread/252346

3. BUILD UNIT COHESION TO MOTIVATE SOLDIERS. From the Army Resilience Directorate: A cohesive unit is a group that works together as a team and trusts one another, where group members feel a sense of work satisfaction and well-being. Group cohesion is “a dynamic process which is reflected in the tendency for a group to stick together and remain united in the pursuit of its instrumental objectives and for the satisfaction of members’ active needs”. 4. IPPS-A Items.

     a. IPPS-A COUNCIL OF COLONELS - APRIL 2021. Attached is the slide deck for IPPS-A's monthly Council of Colonels meeting that this month takes place on 29APR2021. HR leaders across the US Army will receive real-time updates from program FMD leads on the progression of IPPS-A. IPPS-A Release 3 will go live in DEC 2021. https://www.milsuite.mil/book/docs/DOC-971027

     b. CASE VISIBILITY & CASE ROUTING (TIER 0) - TRAINING AID. Currently, HR Professionals at the unit level are only able to view and access HR Helpdesk cases that are assigned to a Provider Group that they are a member of, or cases belonging to lower-level child Provider Groups. With the implementation of Case visibility and Case routing (Tier 0 concept) enhancement, the IPPS-A CRM system will allow visibility to ALL cases for Members that have home or host relationships to their Provider Group. https://www.milsuite.mil/book/docs/DOC-971735

     c. PREFERRED CONTACT METHOD - TRAINING AID. IPPS-A Helpdesk Agents were requesting to include “Preferred Contact Method” on the Self-Service Case because often times Member’s point of contacts (phone/email) are incorrect and Agents were unable to contact the Members when needed. By enhancing the IPPS-A Self-Service Cases with new option to add/update their preferred contact method, Helpdesk agents will be able to reach out and gather information more efficiently. https://www.milsuite.mil/book/docs/DOC-971740

5. ARMY RESERVE PAY MESSAGES.

     b. RESERVE PAY MESSAGE 21-09 UPDATED HAZARDOUS DUTY INCENTIVE PAY (HDIP) AND SPECIAL DUTY ASSIGNMENT PAY (SDAP) REPORTS ON SHAREPOINT (CORRECTED). The USARC G-8 Pay Management Division (PMD) posts HDIP and SDAP reports on the G8 SharePoint page weekly. HDIP includes Aviation Incentive Pay (AvIP), incentive pay for aircrew and non-aircrew members and parachute duty. The reports are tools to assist Commanders, ARAs and RPAC personnel in identifying Soldiers whose HDIP or SDAP orders need to be initiated, certified, reissued, or terminated. 7. Recently published Army Directives (AD) and All Army Activity (ALARACT) messages. New ALARACTs and ADs are also posted on APD at the following link.  https://armypubs.army.mil/default.aspx

     a. ARMY DIRECTIVE 2021-12, FULFILLING STATUTORY MILITARY SERVICE OBLIGATIONS, 27 APR 21. This directive standardizes policy for Soldiers fulfilling their statutory military service obligations (MSOs) across all Army components. It will allow Soldiers to serve in a reserve component (RC) for periods of service less than their remaining statutory MSO when choosing an RC assignment. Any remaining portion of the statutory MSO is fulfilled in the Individual Ready Reserve (IRR). This policy will provide greater flexibility to Soldiers when they consider continued service in an RC. https://www.milsuite.mil/book/docs/DOC-971980

     e. MILPER MESSAGE 21-126, ELIGIBILITY CRITERIA FOR OFFICERS REQUESTING CONSIDERATION BY (OPT INTO) THE FY22 LTC ACC PSB, ISSUED: [4/29/2021 10:58:06 AM]. This MILPER message describes an update to officer promotions that took effect in FY20. This change does not affect officers in the Primary or Above Zones of consideration. However, it does change the method of consideration for officers below the Primary Zone.  Under the new process, officers whose dates of rank to Major (MAJ) are later than the Primary Zone must, in all cases: 1) meet the eligibility conditions below and 2) request consideration.  Said another way, officers are no longer automatically considered for “Below Zone” promotion.  Instead, they must take proactive measures to opt in for consideration by the board. This board convenes on 5 October 2021. https://www.hrc.army.mil/Milper/21-126
