History. This publication is a major re-
vision.
Summary. This regulation prescribes
the mission, functions, and command and
staff relationships with higher and collat-
eral headquarters and agencies of the U.S.
Army Civilian Personnel Evaluation and
Analysis Office.
Applicability. This regulation applies
to the Regular Army, the Army National
Guard/Army National Guard of the
United States, and the U.S. Army Re-
serve, unless otherwise stated. It also ap-
plies to appropriated fund organizations
with the exception of the Defense Civilian
Intelligence Personnel System and has
limited applicability to non-appropriated
fund organizations.
Proponent and exception authority.
The proponent of this regulation is the As-
sistant Secretary of the Army (Manpower
and Reserve Affairs). The proponent has
the authority to approve exceptions or
waivers to this regulation that are con-
sistent with controlling law and regula-
tions. The proponent may delegate this
approval authority, in writing, to a divi-
sion chief within the proponent agency, or
its direct reporting unit or field operating
agency, in the grade of colonel or the ci-
vilian equivalent. Activities may request a
waiver to this regulation by providing jus-
tification that includes a full analysis of
the expected benefits and must include
formal review by the activity’s senior le-
gal officer. All waiver requests will be en-
dorsed by the commander or senior leader
of the requesting activity and forwarded
through their higher headquarters to the
policy proponent. Refer to AR 25 –30 for
specific requirements.
Army internal control process.
This regulation contains internal control
provisions in accordance with AR 11 –2
and identifies key internal controls that
must be evaluated (appendix B).

Chapter 1
Introduction
1–1. Purpose
This regulation describes the duties, responsibilities, missions, functions, and relationships of the U.S. Army Civilian
Personnel Evaluation and Analysis Office (CPEA) established by Army General Orders 2022 –08. It also prescribes
the responsibilities of all Army commands (ACOMs), Army service component commands (ASCCs), direct reporting
units (DRUs), and other Army organizations that have Department of the Army Civilians. The objective of this regu-
lation is to ensure that the duties described herein meet the Army’s oversight responsibility by assessing program
effectiveness, efficiency, and compliance.

1–4. Responsibilities
a. Assistant Secretary of the Army (Manpower & Reserve Affairs). On behalf of the ASA (M&RA), the Chief,
CPEA will—
(1) Perform strategic assessments of the Army’s Civilian Human Resources (CHR) Program and publish the results
of these assessments and any other related information for use by the Army.
(2) Develop, conduct, and publish reviews, surveys, evaluations, and special studies of CHR program management
practices and provide review and decision on regulatory cases generated by these efforts. Irreconcilable conflicts must
be elevated for decision to the ASA (M&RA) or designated representative.
(3) Recommend and monitor corrective actions for assessed commands, organizations, and activities.
(4) Coordinate and cooperate with other external and internal organizations to include the Office of Personnel
Management (OPM), the Government Accountability Office, the Army Audit Agency, and the Army Inspector Gen-
eral in the evaluation and assessment of CHR practices.
(5) Recommend, to the Deputy Assistant Secretary of the Army for Civilian Personnel (DASA (CP)) and the ASA
(M&RA), proposed CHR policy changes based on assessments, analyses, surveys, evaluations, and special review
findings.
(6) Assist, in conjunction with the Deputy Chief of Staff (DCS), G –2, in the formulation of policy and procedures
for Army Defense Civilian Intelligence Personnel System program evaluation activities.
(7) Provide knowledge management, information technology, and information systems support to the DASA (CP)
in compliance with AR 25–1 and other applicable Army publications and guidance.
b. Commanders of Army commands, Army service component commands, and direct reporting units. Commanders
of ACOMs, ASCCs, DRUs, and other organization/activity senior leaders will—
(1) Support external evaluations conducted under the direction of the DASA (CP) and direct and implement cor-
rective actions, as appropriate, on CPEA evaluations.
(2) Recommend higher echelon policy and program improvements.

Chapter 2
Mission, Functions, and Command and Staff Relationships
2–1. Mission
The mission of the CPEA is to conduct Armywide strategic assessments of CHR program management by using
evaluations, quantitative analysis, surveys, and special reviews. The purpose of these assessments is to meet oversight
responsibility by assessing program effectiveness, efficiency, and compliance against the established standards. These
actions are carried out throughout the Army in both the continental United States and outside the continental United
States.
2–2. Functions
Principal functions of the CPEA include:
a. Conduct program management evaluations. A program management evaluation (PME) is an assessment of a
CHR program to determine its overall effectiveness and efficiency in meeting organizational objectives and goals.
CPEA conducts PMEs to ensure compliance with Title 5 of the United States Code (5 USC), as well as OPM, DoD,
and Army policies, regulations, and guidelines. PMEs are conducted to determine the root causes of issues, identify
successes, and to make recommendations for improvement. CPEA uses evaluation, audit, and compliance processes,
as appropriate, to conduct a PME. The principal objectives of a PME are:
(1) Determine the effectiveness with which commands adhere to laws, rules, and regulations regarding CHR pro-
grams.
(2) Inform Army leadership on the effectiveness of CHR management implemented throughout the Army by
providing constructive information on the status of the overall command and organizational level CHR program.
(3) Assess effectiveness and consistency of the application of CHR policies and procedures throughout the Army.
(4) Assess adherence to guidance provided by Headquarters, Department of the Army, ACOMs, ASCCs, and
DRUs to their subordinate elements.
b. Conduct strategic analyses, evaluations, and assessments. CHR strategic analyses, evaluations, and assess-
ments vary in complexity from simple reviews to rigorous study efforts and may involve a range of analytic and
operations research techniques and capabilities to provide quantitative and qualitative perspectives of the Army CHR
enterprise. These efforts are grouped into three broad categories:
(1) Special studies, analyses, and forecasts. Ad hoc projects and information requests for CHR data, analyses,
forecasts, or statistics from the ASA (M&RA); DCS, G–1; or other Army senior leaders that provide an understanding
of a particular aspect of the CHR enterprise.
(2) Recurring analyses. Summary reports pertaining to the CHR enterprise that occur at regular and recurring
intervals.
(3) Command analyses. Analytic, forecasting, and assessment support provided to ACOMs, ASCCs, DRUs, and
other Army agencies to assist them in understanding their CHR program.
c. General. Provide knowledge management, information technology, and information systems support to enable
the primary mission and functions of CPEA, including:
(1) Supporting and maintaining strategic applications as directed by the ASA (M&RA).
(2) Developing and maintaining assigned websites and/or portal sites.
(3) Supporting business processes, providing information retrieval, and reporting to ACOMs, ASCCs, and DRUs.
(4) Establishing, maintaining, and improving CHR knowledge management and information sharing.
2–3. Command and staff relationships
a. CPEA is assigned to the DASA (CP).
b. As directed by the DASA (CP), CPEA supports specific activities and information requirements for the DASA
(CP) and the Director, Civilian Human Resources Agency. This support includes subject matter expertise, analysis,
evaluations, and other requirements relating to the core functions of CPEA.

Internal Control Evaluation
B–1. Function
The function covered by this evaluation is personnel management for the mission of the CPEA.
B–2. Purpose
The purpose of this evaluation is to assist DASA (CP) in evaluating the key internal controls listed. It is not intended
to cover all controls.
B–3. Instructions
Answers must be based on the actual testing of key internal controls (for example, document analysis, direct observa-
tion, sampling, simulation, other). Answers that indicate deficiencies must be explained and the corrective action
identified in supporting documentation. These internal controls must be evaluated at least once every 5 years. Certifi-
cation that the evaluation has been conducted must be accomplished on DA Form 11 –2 (Internal Control Evaluation
Certification).
B–4. Test questions
a. Is the authority assigning the organization designated by the Secretary of the Army to execute the tasks assigned
in this regulation current?

Guidance for TAR Creation in Updated ArmyIgnitED

Date Published: 29 Aug 22 Soldier Guidance for Tuition Assistance Request (TAR) Creation for the Updated ArmyIgnitED System 1.  Annual Virtual Benefits Training.         •  Prior to creating a TAR in the updated ArmyIgnitED system for the first time, the Soldier will need to complete Virtual Benefits Training regarding Tuition Assistance (TA).         •  The Soldier will, also, need to complete this training, annually, to continue using TA.          •  It is very important that the Soldier reads through the training, carefully, as signing and dating this training indicates that the Soldier agrees with the terms and conditions contained, therein.         •  The Soldier tutorial for Virtual Benefits Training in the updated ArmyIgnitED system can be located via the following pathway from the Soldier’s Dashboard: Login to ArmyIgnitED, Click on the Question Mark Located at the Upper Right Corner, Documents & Links, Tutorial-Virtual Benefits Training-SM  2. Soldier’s Tuition Assistance Request (TAR) Creation.         •  After the Soldier has completed two courses at his/her AI, the Soldier must have an Official Evaluated Degree Plan on file to create additional TARs.         •   A TAR can be created in the updated ArmyIgnitED system no earlier than 60 calendar days prior to the course start date and no later than 7 calendar days before the course start date.          •  For a Soldier who will ETS, soon, the course end date must be 14 calendar days prior to the ETS to create a TAR.         •  To simplify the application process, the Soldier will need the following information:                 o  Access to his/her registration information. This will help the Soldier to identify the course information needed for your funding request. The Soldier will need the following information: course codes, course titles, number of credit hours, credit hour type (semester or quarter), and cost per credit hour.                 o  Exact term dates for his/her courses. These dates are set by your Academic Institution (AI) and are inclusive of the entire term.                 o  Ensure his/her personal data is up to date on his/her education record. This is crucial to ensure the Soldier’s funding request flows properly.         •  The Soldier tutorial for creating a Tuition Assistance Request in the updated ArmyIgnitED system can be located via the following pathway from the Soldier’s Dashboard: Login to ArmyIgnitED, Click on the Question Mark Located at the Upper Right Corner, Documents & Links, Tutorial-Create Tuition Assistance Request-SM  3. Out-of-Pocket Costs         •  When a Soldier at or near his/her allotted FY TA allowance, $4000 or 16 SH, the Soldier would need to review the Tutorial for “Out of Pocket Cost for TARs.         •  Under no circumstances within the ungraded ArmyIgnitED System will the Army reimburse the Soldier for “Out of Pocket” expenses for course paid to the AI by the Soldier for courses with start dates from 26 Aug 2022 forward.         •  This following tutorial identifies the ‘Student Costs’ for ANY OUTSTANDING balance/Out of Pocket expenses for the desired course(s) when the Soldier creates a TAR for partially funded course(s) and can be found in the updated ArmyIgnitED system can be located via the following pathway from the Soldier’s Dashboard: Login to ArmyIgnitED, Click on the Question Mark Located at the Upper Right Corner, Documents & Links, Tutorial - Out of Pocket Cost Tuition Assistance Request - SM. 4. This will help the Counselor to identify the course information needed for the funding request. The Counselor will need the following information: course codes, course titles, number of credit hours, credit hour type (semester or quarter), and cost per credit hour.                 o  Exact term dates for the Soldier’s courses. These dates are set by the Soldier’s AI and are inclusive of the entire term.                 o  Ensure that the Soldier’s personal data is up to date on his/her education record. This is crucial to ensure that the funding request flows properly.         •  For any TAR that the Counselor creates, the Education Center will need to send an email to the Soldier reminding the Soldier to sign the TAR.  6.  Editing a Soldier’s TAR.         •  Once created, students do NOT have the ability to edit their TAR.          •  A Counselor may need to edit a Soldier’s TAR, because a Soldier changed courses before the class start date or because the Soldier provided inaccurate information for at least one of the following: AI Information/Campus, Student ID, course codes, course titles, number of credit hours, credit hour type (semester or quarter) and/or the cost per credit hour.         •  A Counselor may need to edit a TAR because a grade needs to be input/updated.  The Soldier must provide official proof of the grade such as an Official Transcript or a Letter signed by the Registrar’s on school letterhead, containing the course number, course title, course start/end dates and the grade awarded. 7.  Deleting a Soldier’s TAR.         •  A Soldier’s TAR can only be deleted for the following reasons:                 o  The AI cancelled the course prior to the course start date.                 o  The Soldier Dropped the course prior to the class start date and has provided proof from the Registrar. 29 August 2022, Upgraded ArmyIgnitED Goes Live!

Date Published: 27 Aug 22 The upgraded ArmyIgnitED portal goes live 29 August 2022!  Soldiers can request tuition assistance for Fiscal Year 2023, courses starting after 1 October 2022 using the upgraded portal www.armyignited.army.mil.  Prior to submitting a Tuition Assistance Request (TAR) Soldiers must: 1.      Request an Evaluated Degree Plan:  Soldiers should contact their Academic Institutions and request an Evaluated Degree Plan.  An evaluated degree plan shows the school’s name, your name, degree pursuing, the total number of hours required to complete the degree, the total number of hours already completed with the school, the total number of transfer hours that were applied towards the degree program and the total number of hours that remain (need to be completed in order to graduate from the degree program). 2.      Create your Account:  Visit the ArmyIgnitED website, www.armyignited.army.mil, and click on “Login.”  This will register your CAC to the upgraded ArmyIgnitED.  You will only need the URL and your CAC. (Login.gov will not be used to access the site.) In some cases, Soldiers may need assistance creating an account in the upgraded ArmyIgnitED system. Please visit or contact your local Education Center if you need assistance. 3.      Submit an Education Goal:  Each Soldier must submit an education goal through ArmyIgnitED even if he/she is close to completing their degree.  The goal will be sent to your Education Center, and an Army Education Counselor will review and either approve, disapprove, or request additional information about the goal.  Contact your Education Center if your goal is disapproved.  You must have an approved education goal to apply for tuition assistance. Follow this pathway for a tutorial that outlines how a Soldier can create an Education Goal: Login to ArmyIgnitED > Click on the Question Mark Located at the Upper Right Corner > Documents & Links > Tutorial- Creating an Education Goal- SM Follow the steps below to submit an Education Goal.  Step 1 – Click on “Education Goals” on the left side menu or “Create New Goal” near the bottom of the homepage.  Step 2 – Select your education goal type.  If you see N/A by the goal you are trying to create you are ineligible for that degree level. Soldiers can hover over the goal and see the reason why they are ineligible. If this is in error, please contact your S1 to get your civilian education level updated in your record. In the meantime, Soldiers could contact their Education Center, provide correct documentation (transcript), and request that an Education Counselor do a one-day update of the civilian education level. Step 3 – Select your Academic Institution.  Enter your Academic Institution name and select from the drop-down list. You may need to enter your Academic Institution Student ID if known, click “Next”. Step 4 – Select a Degree Program.  Academic Institutions are required to input the degree programs they offer.  There is a keyword search to help find your degree program.  If you do not see the degree program you are pursuing, contact the school to have the degree program loaded to the Academic Institution (AI) Portal. Select the Degree Program from the drop-down list, click “Next”.   Step 5 – Upload your Evaluated Degree Plan.  An Evaluated Degree Plan is specific to you and lists transfer credits if you have any.  If you do not currently have an Evaluated Degree Plan, check the box that states, “No Degree Plan File”, click “Next”. (If you did not attach an official Evaluated Degree when you created your Education Goal, you will need to provide the Evaluated Degree Plan in PDF to your Education Center to be added to your account to continue using tuition assistance after completing two classes).  Step 6 – Enter total required credits for your degree level if not already loaded.  Most Academic Institutions have already loaded the number of credits required for the degree.  If you are uploading an Evaluated Degree Plan, you can update the transferred credits in the “Previous Credits” field.  If the credits you enter are in Quarter Hours, check the “Yes” box.  Click “Submit Goal”. Step 7 – Review & Approval/Disapproval.  Once you submit your education goal, it is sent to your Education Center for review.  Once approved or disapproved, you will receive a message in your student message section.  Once your education goal is approved, you may apply for tuition assistance.  *Important Notes:  1.      There will be no more blanket ETP for FY23 courses and beyond (course start dates of 1 October 2022 and later).  All TA requests must be submitted in the upgraded ArmyIgnitED.  2.      With the new ArmyIgnitED, Soldiers must apply for Tuition Assistance (TA) in the system no earlier than 60 days and no later than 7 days prior to the class start date. 3.      Soldiers must accept the TA User Agreement (formerly the Statement of Understanding) when submitting a TA Request. 4.      All TA requests must be approved prior to the start date of the course. 5.      Eligible Soldiers must enroll directly with their Academic Institution after a TA request is approved in ArmyIgnitED.  6.      Soldiers will be solely responsible for all tuition costs if TA is not approved prior to the course start date. 7.      TA is approved on a course-by-course basis and only for the specific course(s) and class dates that a Soldier requests. 8.      Soldiers must drop or withdraw from a course with their school and process all requests for recoupment waivers for withdrawals in ArmyIgnitED.
