 1. NEW DA SECRETARIAT (NCO EVALUATION BOARD) TOPIC ON S1NET.  The DA Secretariat has the mission of conducting all centralized AC and RC Officer and NCO boards for the Army. The DA Secretariat has established a new topic on S1NET to provide information to the field and answer questions regarding the NCO Evaluation Board process (SSG-CSM) and the My Board File application. SUBJECT: Army Directive 2021-19 (Direct Appointment of Senior Noncommissioned
Officers to Chief Warrant Officer Two for Special Forces)
1. References. For a list of references, see the enclosure.
2. Purpose. This directive establishes policy for the direct appointment of senior
noncommissioned officers (NCOs) in the Regular Army to the rank of Chief Warrant
Officer Two (CW2) in the Special Forces (SF) branch. This directive supersedes
otherwise relevant provisions in Army directives; Army regulations; and Deputy Chief of
Staff (DCS), G-1 guidance that control direct appointments of officers.
3. Applicability. This directive applies to accessions of senior noncommissioned officers
(E-7/E-8/E-9) serving in the Regular Army. This directive does not apply to inter-Service
or inter-component transfers pursuant to Department of Defense Instruction 1300.04
(Inter-Service and Inter-Component Transfers of Service Members).
4. Policy. To meet accession requirements for the SF branch, senior NCOs in the
Regular Army may be appointed directly to the rank of CW2 after completing Warrant
Officer Candidate School (WOCS). Selection for this appointment will be made based
on criteria established by the DCS, G-1 in coordination with the SF branch.
a. Army Regulation (AR) 601–100 establishes the eligibility criteria for all warrant
officer applicants. Effective the date of this directive, criteria set forth in sections 1–9
and 1–10 of AR 601–100 will not apply to the SF branch.
b. AR 600–8–29 establishes rules for computing eligibility for promotion to CW2.
Effective the date of this directive, paragraph 3–16d is added to the regulation:
Following graduation from the Warrant Officer Candidate School and award
of the military occupational specialty, candidates who meet accession
requirements established by DCS, G-1, in coordination with the Special
Forces branch, are eligible for direct appointment to CW2 in lieu of WO1.
5. Proponent. The Deputy Chief of Staff, G-1 is the proponent for this policy. Under
the policy oversight of the Assistant Secretary of the Army for Manpower and Reserve
Affairs, the Deputy Chief of Staff, G-1 will coordinate revision of AR 601–100 and
AR 600–8–29 to incorporate the provisions of this directive within 2 years of the date of
this directive.

This directive implements the Army Career Intermission Program (CIP) as a permanent Army retention program as authorized by Title 10, U.S. Code, section 710(10 U.S.C. 710). Army Directive 2017-18 is hereby rescinded. The CIP provides a one-time temporary transition from active duty in the RA or USAR AGR program to the Individual Ready Reserve (IRR) to allow Soldiers to meet personal or professional needs while providing a mechanism for their return to active duty. The long-term intent of the CIP is to retain the valuable investment inexperience and training the Army would otherwise lose when Soldiers separate permanently. S1NET Message Summary - 7 May 21

 1. OML-BASED NCO PROMOTIONS. From the Army G-1: After 51 years of promoting NCOs from an annual promotion selection list, for the very first time the Army will select eligible NCOs for promotion from an annual order of merit list (OML) stemming from an NCO Evaluation Board. The OML is not a promotion list. Only NCOs who meet all of the requirements for promotion (from that OML) are eligible and that condensed list (in OML order) constitutes the list of who can be promoted. For the June 2021 promotion month, the Army will use the FY21 Sergeant First Class (SFC) OML to inform which SFC meet all of the eligibility criteria (PME, TIG, TIS, not flagged, etc.) for promotion to Master Sergeant (MSG). The Army establishes eligibility for promotion selection based on individual Soldiers’ qualifications as of 26 April 2021 for promotion pin-on for the June 2021 promotion month. Of course, there must also be requirements (shortages) in an MOS too. NCOs selected for promotion to MSG effective 1 June 2021 will be announced on/about 15 May 2021. There will be one obvious outcome that may raise questions: Many NCOs with lower OML numbers (i.e., # 1, 2, 3 etc.) will not be selected for promotion over others with higher OML numbers because they are not eligible for promotion.      a. The FY21 SFC Evaluation Board OML contains 23,386 SFC who were established as Most Qualified (MQ)/Fully Qualified (FQ) by the board. When eligibility criteria (as of 26 April 2021) for promotion to MSG is applied to those names, a total of 1,886 (or 8%) are actually eligible for promotion effective on 1 June 2021. Eligibility for promotion to MSG includes (for example) meeting the TIS/TIG requirements, being a MLC graduate, and being in good standing (not flagged). 

     b. The OML also informs selection for MLC attendance. There are 19,494 NCOs who are not graduates of MLC on that OML. The Army began to use that OML to select SFC for MLC attendance in March 2021. Each month, more and more of the NCOs on the OML with low sequence numbers (i.e., # 1, 2, 3 etc.) will be selected for MLC training seats and each month, as they graduate, they will become eligible for promotion selection. This evolution and transition from one set of procedures to a new one is unavoidable and in time, as merit-based OML training opportunities are realized, merit-based OML promotions will be realized. It simply takes time to see the effects of change.

APFT Exception and Ponytail Authorization

Army Team,

 

I wanted to update you on two key directives recently signed by the Acting Secretary of the Army:

1.     Allow all SPC/CPLs the choice to voluntarily take an APFT to qualify for or improve their opportunity for promotion.

2.     Authorization for women to wear ponytails in all uniforms at all times.

First, during our transition to the ACFT, we found that a small cohort of less than 5500 Specialists and Corporals do not have a record fitness test on file, and therefore, are ineligible for promotion consideration to Sergeant. This policy will allow all Specialists and Corporals across the force the choice to voluntarily take the APFT.

This allows Soldiers to continue their career advancement while we transition to the ACFT. Army Directive 2021-14 has the full policy, but in general here are the facts:

  • All E-4s are authorized to take the APFT to qualify for or increase their opportunity for promotion.
  • E-4s who take the APFT and fail will not face adverse administrative action.
  • E-4s without a fitness test of record who choose not to take an APFT will not be penalized; however, they will remain ineligible for promotion consideration and counseled on the effects of not taking the APFT.
  • E-4s who are deployed or on a pregnancy/postpartum profile who do not have an APFT will be temporarily granted a minimum passing APFT score (60 points per event) and are eligible for promotion consideration.

 

Second, in February we expanded guidance on grooming standards after a DOD-mandated review of our policies. Through feedback from the Force resulting in a clear, consolidated policy recommendation from a group of Soldiers, the Army has reconsidered the wear of ponytails.

 

The specifics of this policy can be found in ALARACT 040/2021, and here are the key points:

·        Women are authorized to wear ponytails in all uniforms on duty.

·        Hair will be neatly and inconspicuously secured in a singular ponytail, two braids, or a singular braid and will not extend past the bottom of the shoulder blades when standing at the position of attention.

·        Ponytails are not required to be tucked into the Soldier’s uniform, but should not hinder their physical performance or increase their risk to safety.

 

While both of these policies impact a small subset of our Army, it’s important that we all understand and enforce standards equally. I trust our Leaders to know what right looks like and ensure these changes are administered fairly.

Tuition Assistance Limited User Test

1.  HQ ACCESS will conduct a two-week (5-19 May 2021) tuition assistance (TA) limited user test (LUT) in ArmyIgnitED to test functionality of the system. 

2.  The following Soldiers have been identified as LUT participants and will be able to access the TA program in ArmyIgnitED and submit TA Requests between 5 and 19 May 2021:

     a. Active Duty Soldiers stationed at Joint Base Lewis-McChord and Fort Bragg
     b. National Guard Soldiers in AR, AL, MO, MS, TX, and LA units
     c. Army Reserve Soldiers in AZ, CA, NM, NV and OK units

3.  To ensure that ArmyIgnitED functionality is working correctly, Soldiers participating in the LUT should submit TA Requests only for classes with start dates up to 31 May 21.

4.  Soldiers stationed outside of the installations and states identified for LUT participation will be able to access the TA program in ArmyIgnitED and submit TA Requests when the TA program goes live for all Soldiers.  TA-eligible Soldiers not participating in the LUT and LUT Soldiers who were not able to submit TA Requests successfully in ArmyIgnitED are still authorized to receive exception to policy (ETP) funding for classes that start 8 March 21 and later. 

5.  HQ ACCESS will message Soldiers through Army Career Tracker, the S1 Net, and Facebook when the TA program will be available for all Soldiers.

6.  Soldiers with questions about the LUT should contact their Army Education Center/Office.
