Message to the Force from the Acting Secretary of the Army

To the Soldiers, Civilians, and Families of our Army: 

 

 I want you to know that I have an unceasing admiration for your remarkable sense of duty and devotion - thank you. It has been my highest honor to serve alongside you. Having served in many capacities both in and out of uniform for over three decades, starting out as a young Ranger private to most recently as the Acting Secretary, it has been an utter privilege.

I have continued to be amazed, impressed, and humbled by the state of the Army and with the professionalism, capabilities, and hard work of our Soldiers and Leaders. Our Army is strong. We are ready. We are modernizing. We are deployed supporting and defending our Nation. It is your deep commitment to preserving and defending our Constitution that makes our Army what it is today. A bedrock of the Army's long history is continual forward progress, renewed by transition, and guided by dedicated leaders. As I step away, know that I will continue to be a strong advocate for the Army Team. May God bless you, your families, and this great Army.

SMA Sends: Career Intermission Program

 Team,

 

We must consider People First – sometimes that means looking at the long term as opposed to the short term.

 

As an Army, we must stay flexible as we fight to retain the talent we have cultivated in our Soldiers. With this in mind, I want you to look at the establishment of the Career Intermission Program (CIP) as a permanent option. Since its inception as a pilot in 2014, CIP has provided Soldiers the opportunity to take a sabbatical from their Army career to pursue personal interests.

 

I do not want to lose the focus on troops re-enlisting at their eligible gates. However, temporary circumstances have been known to divert Soldiers into permanent separation. It is our job to make sure Soldiers are at least aware of this opportunity before they permanently get out.

 

There are no specific reasons to apply, and no list of acceptable criteria which could account for all the variables life throws at us. Many have utilized CIP to get a degree, take care of a family member, raise a child, align professional timelines with a spouse, or acquire a professional skill. Regardless of the reason, eligible Soldiers can be placed in an Individual Ready Reserve status for up to three years.

 

Here’s some basic information about the program. Service Members:

Retain their healthcare

Receive a movement allowance

Retain on-post access and benefits

Incur a two-month ADSO for every month in the IRR

NCOs E5-E8, Warrant Officers, and Officers are eligible

Must have less than 17 years of creditable active Federal service as of the requested entry date

Retain 2/30ths of their monthly base pay

Are guaranteed a job to return to after their hiatus

               

Informed decisions are better decisions. I’m asking our leaders to stay engaged and use their judgement to recommend this program to help ensure we aren’t losing our talented Soldiers unnecessarily.

Updated Mask Guidelines for Vaccinated Persons

 In support of updated Centers for Disease Control and Prevention (CDC) guidelines released this afternoon, subject to any applicable labor relations obligations, fully vaccinated DoD personnel (who are at least two weeks beyond their final dose) are no longer required to wear a mask indoors or outdoors at DoD facilities. All DoD personnel should continue to comply with CDC guidance regarding areas where masks should be worn, including within airports. Personnel who are not fully vaccinated should continue to follow applicable DoD mask guidance, including continuing to wear masks indoors. The Department will review and revise all applicable Force Health Protection guidance to address the new CDC guidelines. 

 

Until this updated Force Health Protection guidance is issued, commanders and supervisors may make exceptions to this memorandum as necessary to ensure a safe workforce. Commanders and supervisors should not ask about an employee' s vaccination status or use information about an employee' s vaccination status to make decisions about how and when employees will report to a workplace instead of teleworking.

Asian American Pacific Islander (AAPI) Heritage Month Letter from CNGB

To the Soldiers and Airmen of the National Guard

I had the opportunity to visit Camp Shelby, Mississippi, for Exercise Southern Strike.  It was an impressive display—a large-scale, joint combat exercise with active and reserve components, and foreign partner forces.  But 78 years ago, Camp Shelby was the training ground for one of the most-decorated military units in history:  The 442nd Infantry Regiment.

The 442nd Infantry Regiment was almost entirely composed of second-generation Japanese Americans, known as Nisei.  Roughly two-thirds of them were from Hawaii; many had served with the National Guard there.  The remainder were from the mainland where they had been interred in camps far from their homes simply because of their Japanese ancestry.  Despite the tremendous racism and suspicion they faced from their fellow Americans, the Soldiers of the 442nd answered the call to serve the Nation they loved, and on April 22, 1944, they left Camp Shelby and deployed to Italy.

Their motto was “Go for Broke”—and they did.  Among their most heroic endeavors was the rescue of the so-called “Lost Battalion,” the Texas National Guard 1st Battalion, 141st Infantry Regiment.  The Texans found themselves trapped in the Vosges mountains without food or water, enduring rain and bitter cold, and under assault by German forces.  It took more than five days of bloody, close-quarters combat, but the 442nd fought their way through and freed their fellow Soldiers.  It came at a cost; the 442nd sustained more than 800 casualties.  Because of their heroism, the 442nd earned more than 4,000 Purple Hearts, 4,000 Bronze Stars, 560 Silver Star Medals, 21 Medals of Honor, and 7 Presidential Unit Citations for their service in World War II.

When the 442nd returned from Europe, they were honored by President Harry Truman, who said, “You have fought not only the enemy, but you have fought prejudice, and you have won.  Keep up that fight, and we will continue to win—to make this great Republic stand for just what the Constitution says it stands for:  the welfare of all the people all the time.”

Critical Update: Army 365 (A365) Transition/Migration (Please read as this will effect all of the WAARNG)

ALL WAARNG SOLDIERS and any User of a DoD Common Access Card (CAC),

BLUF: CVR TEAMS will stop working on 15 JUNE 2021. All "Active" Users should expect to have access to the Army365(@army.mil account formally @us.army.mil) environment before the license for CVR(@cvr.mil account) expires on 15 June 2021. If you haven't go recieved an email regarding this be patient and look for it in your DISA Email (@mail.mil). The Army has redone the licensing contracts for these services that included CVR Teams, Office 365, and what we will now be on is called ARMY 365(A365).

Three PHASES of migration are being used, and is being reported by Army, it is going faster than expected. The updated timeline for the transition to ARMY 365(A365) has moved forward pending a few migration decisions. Here are the new migration dates to be aware of:

 

Phase 1 migration (Users that had an O365 Account but "did not" log into their O365 Account) :

People that were active using "CVR TEAMS" but did not log in to OFFICE 365(O365) after 01 March 2021, about 384k Users across entire ARMY Enterprise. Migration will be done this weekend 22-23 May 2021, for "CVR TEAMS" Users.

Caveat for the Army Migration Team: Email routing troubleshooting may delay this date. UPDATE: This has been resolved

 

Phase 2 migration (Users that had an O365 Account and "did" log in and/or used their O365 Account):

People who logged into O365 after 01 March 2021, about 220k users across entire ARMY. Migration is expected to be completed next weekend 29-30 May 2021, for CVR TEAMS Users

Caveat for the Army Migration Team: Teleconferencing licenses may delay this date one week.

 

Phase 3 migration (Everyone else...):

All other Users(everyone with a valid Common Access Card(CAC) for this service will be migrated to complete the A365 migration plan.

 

ADDITIONAL NOTES:  Users on the prior version of O365(@usa.army.mil account) will lose access earlier than expected.  After their migration date they will not be able to log in to the O365, so it is important that all data on Teams, OneDrive, and SharePoint is backed up and saved locally(temporarily on your computer, Z:\ or U:\ Drives) so it can later be uploaded to the new A365(@army.mil account, formerly @us.army.mil).  This will be the same for the CVR(@cvr.mil account) before 15 June 2021 as "EVERYONE" will lose TEAMS access on that date.

Currently, "private" and "public" TEAMS are available, but "channels" can only be public.  Expectation is to enable private channels early June 2021.  This is a concern for PII and CUI(FOUO) data so all teams should be made private and users manually added or given an invite code.  Public teams are accessible by anyone so only create those if that is the intent.  Scans are already being done for PII.

Audio conferencing licenses are expected to be available on 08 June 2021, but there is no data on how the Army will distribute them.  Audio conferencing should still be done on CVR if possible until then.

There may be Outlook online accounts created for each user, but the primary email should still be DISA Email(@mail.mil account) since the Army is having routing issues with the Email Services on A365 UPDATE: This has been resolved.  When the email migration happens (planned for National Guard during November 2021 to February 2022) everyone will be notified prior that they are being migrated. Continue using the same email address until further notice.

 1. FRAGO 24 TO HQDA EXORD 210-20 CORONAVIRUS (COVID-19) TRANSITION FRAMEWORK, DTG: 142040Z May 21. This FRAGO includes updated guidance for pre and post deployment civilian processing, to include pre-deployment ROM operations, at Camp Atterbury, Indiana, updates mask guidance on DOD installations per Dep SecDef memo, Updated Mask Guidelines for Vaccinated Persons, 13 May 2021, and among other items, also provides the following updates. https://www.milsuite.mil/book/docs/DOC-946211

     c. (3.D.63.) [ADD] IAW force health protection 16.1, Annex PPP, all personnel redeploying from a foreign country to the United States, to include vaccinated personnel, will be tested 1 to 3 days prior to travel and 3 to 5 days after arrival into the United States. These COVID tests are mandatory and do not require HQDA approval. If personnel are tested at day 5 after arrival, that test may also be used to satisfy the testing requirement for reducing rom to 7 days. SUBJECT: Army Directive 2021-18 (Use of People Analytics Data/Data Omnibus)
1. References. For a list of references, see enclosure 1.
2. Purpose. This directive supersedes Army Directive 2017-04. It establishes a
data-sharing policy and framework in support of Army People Analytics.
3. Applicability. This directive applies to the Regular Army, U.S. Army National
Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Background.
a. Consistent with the Army Data Strategy and Information Architecture, 2018 Army
Strategy, and 2020 Army People Strategy (APS), the 2021 Army People Analytics
Implementation Plan established the purpose, delivery framework, lateral organization,
data types, governance, and implementation approach for Army People Analytics (PA).
As defined in the APS, People are Soldiers (Regular Army, National Guard, and
Reserve), their Families, Civilians, and Soldiers for Life (Retirees and Veterans). PA is
restricted for government use and may occasionally require identifiable data when
appropriate and permitted by applicable law and policy (such as public health protection
and Soldier notification).
b. People Analytics—
(1) uses people and organizational data, data analysis, and sound research
science techniques to understand, improve, and optimize the people side of the Army
(2) produces new insights, solves problems, and helps evaluate the
effectiveness of strategically important Army people programs and policies
(3) consists of mixed methods research (qualitative and quantitative) that links
Soldier and Civilian performance to organizational performance, providing the causal
analysis needed to drive evidence-based decision-making, helping leaders to make
better people decisions leading to better organizational outcomes

(4) is critical to the design, testing, and implementation of innovative new People
programs and policies, all within a talent management framework
(5) ensures that Army human resource and talent management practices
provide competitive advantage and drive AS and APS execution
c. To support PA implementation, the Army Person-event Data Environment (PDE)
is transitioning to the Army cloud-computing environment and is being renamed
“cPEOPLE.”
5. Policy.
a. The Secretary of the Army retains authority over all Army data use. Army People
data (collected and maintained by the People Data Assets at enclosure 2) is a unique
subset of Army data. Its use in PA requires an ethical and legal framework that
safeguards individuals’ data and conforms to the fundamental principles of
transparency, privacy, ‘do no harm,’ validity and verification, and security. In particular,
policies and guidelines found in the Human Research Protection Program (HRPP) must
be followed.
b. The Assistant Secretary of the Army for Manpower and Reserve
Affairs (ASA M&RA)) will coordinate with the Chief Data Officer to modify enclosure 2 as
needed to support emerging requirements.
c. To make Army People data more Visible, Accessible, Understandable, Trusted,
Interoperable, and Secure (VAUTIS), and to encourage timely data sharing while
ensuring data is used consistent with law and policy—
(1) The ASA (M&RA) will develop templates for People data security guides that
will be used by Army People data stewards to identify legal and policy constraints
applicable to a particular People Data Asset.
(2) Data stewards identified in enclosure 2 will provide data to cPEOPLE except
when prohibited by law or policy.
(3) Data stewards may object, within a fixed time, to proposed uses of their
asset data within cPEOPLE (failure to object will be deemed as concurrence to the
proposed data use).
6. Responsibilities.
a. The ASA (M&RA) will—

(1) Develop People data security guide templates for use by data stewards.
(2) In coordination with the Deputy Chief of Staff (DCS), G-8, ensure all People
Data is described and defined in the Army Enterprise Data Catalog (AEDC).
(3) Implement, within the Army data framework, the transition of cPEOPLE and
cANALYTICS to the Army cloud-computing environment (cARMY).
(4) Provide relevant data stewards the opportunity to concur, non-concur, or
concur with comment to a request to use their data maintained within cPEOPLE for a
particular People Analytics purpose.
(5) Ensure that the use of data within cPEOPLE complies with the applicable
data security guides.
(6) Periodically review, in coordination with the relevant data stewards, data
security guides to ensure they remain current and compliant with governing law and
policy.
(7) Provide data stewards with recurring reports of data usage.
(8) Maintain security and data protection within cPEOPLE to include, at a
minimum, the following:
(a) Ensure that individuals with access to identifiable Army People data receive
Health Information Privacy and Security Training before handling identifiable data.
(b) Ensure that personnel with access to identifiable Army People data sign an
unclassified information nondisclosure agreement; sign a statement acknowledging
that they have received Privacy Act and Health Insurance Portability and
Accountability (HIPAA) briefings; and sign the cPEOPLE Acceptable Use Policy.
(c) Abide by all applicable Department of Defense (DoD) security rules,
regulations, policies, and guidance governing assessment and accreditation, security
management of the exchange of data, personnel identity protection, and proper
disposition of IT equipment.
(d) Ensure that, if the data requested is to be used for human studies, the
analysis organization has met and documented all the requirements needed to comply
with the Federal Common Rule of human subjects research protection and with DoD
regulations.

(e) Ensure that any persons accessing information protected by the Privacy Act
comply with applicable DoD guidance (reference 1m).
(f) Provide protection of the data in accordance with the Privacy Act at all times.
(g) Comply with the DoD Breach Response Plan when there is a known or
suspected loss of personally identifiable information within cPEOPLE. If the information
originated with the Defense Manpower Data Center, ensure that the center is notified of
the known or suspected loss within one hour of discovery.
(h) Ensure that data transmission and data storage are conducted in
accordance with Federal law, including the provisions of the Office of Management and
Budget and National Institute of Standards and Technology guidance, and make certain
that contractors and partner personnel similarly comply.
(i) Provide additional guidance to implement this directive as needed.
b. Army People Analytics Cross-Functional Group (PA CFG). Pursuant to
reference 1t, the initial members of the PA CFG include the Deputy Assistant Secretary
for PA; DCS, G-1 for Plans and Resources; Office of Economic and Manpower
Analysis; Army Research Institute; and Army Analytics Group/Research Facilitation
Laboratory. Due to their Action/Predictive Research missions, CFG members will—
(1) Have standing access to all cPEOPLE data and will not be required to make
case-by-case data access or transfer requests.
(2) Enter into formal, collaborative data-sharing agreements with other CFG
members for “purpose-built” PA research data that is not maintained within cPEOPLE.
(3) Maintain separate data repositories to support their respective missions,
ensuring all research data are protected as outlined within reference 1k.
(4) Ensure that all data collected and stored are properly authorized to share in
accordance with applicable law and regulation.
c. The Army Enterprise Cloud Management Agency (ECMA) will implement a data
application program interface framework, cDATA, which includes cPEOPLE and
cANALYTICS, within cARMY, to improve Army People Data sharing across the Army.
d. Army People data stewards listed in enclosure 2 will—

(1) Complete data security guides to govern the Army People data provided to
cPEOPLE.
(2) No later than 60 calendar days from the date of this directive, provide to
cPEOPLE the Army People data assets identified in enclosure 2 except to the extent
that law or policy prohibits such sharing.
(3) Determine whether law or policy prohibits the steward from providing to
cPEOPLE portions of its Army People data assets, identify the relevant law or policy,
and specify which data elements may not be provided to cPEOPLE.
(4) Provide concur/non-concur, with comment, to requests for data access to
use Army People Data Assets maintained within cPEOPLE for a PA purpose. Data
access will be granted to the requestor if no comment is received from the data steward
within 10 calendar days of receiving the data-use request.
(5) Consistent with paragraph 6d(4) of this directive, make cPEOPLE data
requests to support their own PA mission requirements.
7. Proponent. The ASA (M&RA) is the proponent for this directive and will incorporate
its provisions into a new Army regulation within 2 years of the date of this directive.
8. Duration. This directive is rescinded on publication of the new Army regulation.

S1NET Message Summary - 15 May 21

 1. UPDATED (DoD) MASK GUIDELINES FOR VACCINATED PERSONS, 13 MAY 21. From the Deputy Secretary of Defense: In support of updated Centers for Disease Control and Prevention (CDC) guidelines released this afternoon, subject to any applicable labor relations obligations, fully vaccinated DoD personnel (who are at least two weeks beyond their final dose) are no longer required to wear a mask indoors or outdoors at DoD facilities. All DoD personnel should continue to comply with CDC guidance regarding areas where masks should be worn, including within airports. Personnel who are not fully vaccinated should continue to follow applicable DoD mask guidance, including continuing to wear masks indoors. The Department will review and revise all applicable Force Health Protection guidance to address the new CDC guidelines. Until this updated Force Health Protection guidance is issued, commanders and supervisors may make exceptions to this memorandum as necessary to ensure a safe workforce. 2. INTEL SUPPORT TO HQDA EXORD 145-21 - US ARMY RESPONSE TO FOREIGN MALIGN MIS/ DISINFORMATION. From HRC Army Soldier Records Branch:  Unrelated to the ongoing issue with Adobe settings which are preventing the signing of Record Reviews, the iPERMS technical team has identified and fixed an issue with Soldier signatures in the record review.  We have reset the signatures for record reviews that were IN-PROGRESS or OVERDUE/IN-PROGRESS which were known to be impacted.  Please have the Soldier resign the review and move forward with review completion.
