S1NET Message Summary - 28 Oct 22

1. THE ADJUTANT GENERAL (TAG) SENDS: ENLISTED EVALUATION BOARDS, AFGHANISTAN RETROGRADE UNIT AWARDS, IPPS-A UPDATE. From BG Gregory S. Johnson, TAG 63:  Thank you for all the hard work!  We see your efforts in the field and appreciate what you are accomplishing as we push the AG Corps to meet the needs of our ever-evolving Army.  The intent of the TAG Sends is to highlight some of these changes.  As we move towards the IPPS-A brownout and IPPS-A Go-Live, it is imperative that you focus on data accuracy.  Please make sure Soldiers and Officers are updating their SRB/ORB information prior to the upcoming brownout.  Lots of reasons this is important, but specifically need your attention here. Four topic updates this month.  Enlisted Evaluation Board Process, November Unit Promotion Board change, Afghanistan Retrograde Unit Awards, and an IPPS-A Update. Enlisted Evaluations Board Process and Board Schedule, including an LPD brief on the Evaluations Board Process.      b. Due to maintenance impacting the automated Promotion Point Worksheet (PPW), we ask units to conduct November 2022 promotion boards immediately and complete them no later than 7 November 2022.  Soldiers successfully recommended for promotion must be integrated onto the PPW NLT 7 November 2022, without exception.      c. Afghan Retrograde MUC/PUC Submission. Meritorious Unit Commendation (MUC), Presidential Unit Citation (PUC), and individual award submissions for all units that supported the Afghanistan Retrograde Mission, OAR, and OAW are due to HRC NLT November 7th or November 21st respectively.  To help facilitate, the Awards and Decorations Branch is conducting weekly Working Group with G1s every Thursday at 1100 EST for timely and consistent processing of these awards.      d. IPPS-A Update. Before Go Live, the HRC IPPS-A team will lead an Army-wide IPPS-A Exercise from 7-10 November 2022. This event will demonstrate system processing via personnel action requests and the execution of Business Processes from end to end. We ask that all HR professionals participate to the maximum extent to gain user experience. In the following days, an EXORD will be published with details. If all conditions are met, the plan is to start brownout of Legacy HR Systems no earlier than 10 November 2022.  Brownout dates are not set yet and are conditional based off of final testing.  Please continue to set conditions in your organizations and complete mandatory IPPS-A training prior to 4 November 2022 and focus on data accuracy.      e. Records Updates: Remind Soldier’s to continue to update their Soldier Record Briefs (SRB, ORB). Soldiers will be unable to update their records during BOCO.  Personnel data can still be updated after the BOCO, but any changes won’t be visible to centralized boards until the Record Brief is recreated in the coming months.       f. As a recommendation to S1s during BOCO, 1) Continue to pull/refresh queries that you may need during Brownout/cut over from EDAS, WEBEDAS, TOPMIS, COPS, eMILPO Datastore.  Anything related to personnel readiness (projections, flags, restrictions, non-deployables, etc). 2) Anticipate your Commanders’ questions on personnel readiness – USR is a monthly battle rhythm. 2. TPU PROMOTION TO 1LT. From the Army Reserve CMO: Basic Branch TPU promotion to 1LT is normally automatic and orders generated by HRC when a 2LT reaches 18 month time in grade as long as the following criteria is met: The officer is NOT flagged, and promotion documents are uploaded into the Soldier's iPERMS.  If you're a 2LT who was not automatically promoted to 1LT or there's an officer in your unit that this applies to, then there will NOT be an automatic second look to promote to 1LT.  Instead once it is confirmed the 2LT meets the above criteria, then an ePAT action must be initiated and routed to your GFC to forward to HRC for orders to be generated. https://www.milsuite.mil/book/thread/273162 3. Credentialing Assistance Launches in ArmyIgnitED

Date Published: 24 Oct 22 SUBJECT: Army Credentialing Assistance Program Launch in the Upgraded ArmyIgnitED Portal The Army Credentialing Assistance (CA) Program is launching in the upgraded ArmyIgnitED portal on 25 October 2022! When launched, Soldiers will be able to request CA funding for Fiscal Year (FY) 2023. The web address is https://www.armyignited.army.mil/. Improvements to ArmyIgnitED are in three phases. Phase One launched on 29 August 2022 and provided access to the Tuition Assistance Program. Phase Two will be launched on 25 October 2022. Phase Two provides access to the CA Program. Soldiers will be able to request CA for FY23. Phase Three will include continued system enhancements. 1. What should Soldiers do now in preparation for the CA Program? Soldiers should research credentialing options and develop a plan for the use of CA funding. Find a vendor that provides what is needed to attain the credential of choice. Request a custom quote from the vendor for the training, or exam, or books and/or materials. 2. What do Soldiers need to do once CA is live? Create an Account: If a Soldier does not already have an established account, visit the ArmyIgnitED website, https://www.armyignited.army.mil, and click on “Login.” This will register your CAC to the upgraded ArmyIgnitED. You will only need the URL and your CAC. (Login.gov will not be used to access the site.) In some cases, Soldiers may need assistance creating an account in the upgraded ArmyIgnitED system. Please visit or contact your local Education Center if you need assistance. Submit an Education Goal for CA: Each Soldier will need to submit a CA education goal through ArmyIgnitED. Once submitted, the Army Credentialing Assistance Program Office (ACAPO) will either approve, disapprove, or request additional information about the goal. You must have an approved CA education goal to request CA. Follow this pathway for a tutorial that outlines how a Soldier can create a CA education goal: Login to ArmyIgnitED > Click on “HELP” Located at the Upper Right Corner > Documents & Links > Tutorial- Creating a (CA) Credentialing Assistance Ed Goal - MOS Related (or Non-MOS Related) Follow the steps below to submit an Education Goal for CA. Step 1 – Click on “Education Programs” dropdown menu and click “Credentialing Assistance” from the left side menu, then “Explore Credentials” or “Education Goals” under the Tuition Assistance Request tab. Step 2 – Click on “Create New Goal”. Step 3 – Select either Credentialing Assistance – MOS Related or Credentialing Assistance – Non MOS Related. Step 4 – Select your credential by typing in a keyword or search the options provided, click “Next”. Step 5 – Upload the custom quote provided by the vendor, then click “Submit Goal”.  Once confirmed it will be routed to the ACAPO office for review. Step 6 – Once concurrence from ACAPO on the Goal, click “Apply for Funding”. Step 7 – Review the User Agreement. Step 8 – Proceed with selecting your vendor, start and end date, training, exam, and/or books/materials and submit! Step 9 – Review & Approval/Disapproval. Once you submit your CA request, whether approved or disapproved, you will receive a message in your student message section. *Important Notes: 1. With the new ArmyIgnitED, Soldiers must apply for CA in the system no earlier than 90 days and no later than 45 days prior to the class start date. 2. Soldiers must accept the CA User Agreement (formerly the Statement of Understanding) when submitting a CA Request. 3. All CA requests must be approved prior to the start date of the course. 4. Eligible Soldiers must contact their vendor after a CA request is approved in ArmyIgnitED. 5. Soldiers will be solely responsible for all credentialing costs if the training or exam is not completed successfully with a passing grade. 6. CA is approved on a course-by-course basis and only for the specific course(s) and class dates that a Soldier requests. 7. After a CAR has been paid, if a Soldier needs to withdraw from an exam or course, he or she must use the ArmyIgnitED messaging function in their account or the ArmyIgnitED Helpdesk.  Select the “Credentialing Assistance” category and enter “Withdraw” as the Subject of your message.  In the narrative, provide your name, CA Request ID #, ArmyIgnitED user ID #, and request to withdraw.  ACAPO will add a “W” grade to your course or exam.  You will receive a message when the W grade has been added with further instructions on how to complete your recoupment plan. All requests for recoupment waivers for withdrawals must be completed in ArmyIgnitED. This is a more reliable system with faster response times to Soldiers’ inquiries.         •  First, If Soldiers already have an account in the upgraded ArmyIgnitED Student Portal, there is no need to create a new account for CA.  If Soldiers DO NOT have an account, they must register on the upgraded ArmyIgnitED website, which will register their Common Access Card. Login.gov will not be used to access the site.         •  Soldiers will login to the upgraded ArmyIgnitED Student Portal with a dashboard containing a snapshot of their record.         •  The Student Portal dashboard will describe a Soldier’s Credentialing Assistance (CA) and Tuition Assistance (TA) funding remaining, credits remaining, any holds, messages, approved education goal, Ed. Center contact info, and more.         •  Soldiers should update personal information by going to My Profile at the upper right of the dashboard.         •  The Army Credentialing Assistance Program Office (ACAPO) and CA vendors will have their own ArmyIgnitED portals that will communicate with the Student Portal.         •  Soldiers should click on “Education Programs” dropdown menu and click “Credentialing Assistance” from the left side menu. Then “Explore Credentials” (click either MOS button or the Non-MOS Related button).         •  After exploring your options, contact the vendor of choice to obtain a custom quote before creating an Education Goal.          •  Soldiers will have user tutorials in the site to assist with everything from searching vendors, creating an education goal, creating a CA request, and more. Soldiers can also go to https://www.cool.osd.mil/army/costs_and_funding/index.html?credentialingassistance to download the Soldier CA process and approved vendor list.         •  Soldiers will be able to request CA for FY23 courses.         •  Soldiers will receive system messages and emails when CA requests are approved or if more information is needed from ACAPO.          2. What's Staying the Same         •  Soldiers’ CA requests will be approved in the upgraded ArmyIgnitED by the start date of the course.         •  Soldiers must acknowledge the CA User Agreement (formerly the Statement of Understanding) when requesting CA.         •  Soldiers must contact the vendor to obtain a custom quote for the course/exam they wish to pursue.         •  Soldiers must request CA within the upgraded ArmyIgnitED and register for the course (no money down) with the vendor.         •  When Soldiers earn an unsatisfactory grade OR there is no grade posted, the Army will recoup the credentialing assistance.  3. What's Changing               •  Soldiers must wait for the Education Goal to be approved before they can request CA.         •  Soldiers must submit their requests for CA no earlier than 90 days and no later than 45 days prior to the start date of the course or exam.         •  Soldiers must submit separate CA requests for training, exams, books, and/or materials.         •  Soldiers must withdraw from a course by submitting an ArmyIgnitED helpdesk case.         •  A course end date must be more than 30 days prior to ETS or retirement.         •  If a grade is not posted prior to ETS/Retirement, recoupment actions will be initiated.  Work with your vendor for timely grade posting in the system. If the vendor does not post the grade (such as Pearson Vue or CompTIA), it is your responsibility to send the certificate to the ACAPO office within the ArmyIgnitED system.         •  Soldiers will not be refunded for grades changed after a recoupment is processed.          •  Soldiers must initiate a Request for Recoupment Waiver within 30 days from the date the withdrawal (W) grade is posted.         •  Failing or unsatisfactory grades no longer qualify for a Request for Recoupment Waiver. ACAPO must post the withdrawal (W) grade for the Soldier to be eligible to apply for a recoupment waiver.         NOTE! All previous FY21 and FY22 CA requests located in the previous version of ArmyIgnitED will be migrated into the upgraded ArmyIgnitED. Soldiers will continue the process in the upgraded ArmyIgnitED and submit grades (certificates of completions) there by using the ArmyIgnitED helpdesk and selecting the credentialing assistance category. 2022 Soldier Readiness Survey (WTBD, ACFT, and H2F)

Fellow Soldiers,

Does the Army produce physically fit Soldiers with the mental fortitude and tactical proficiency to prevail in combat?

Warrior Tasks and Battle Drills (WTBDs) are the fundamental combat skills trained to ALL Soldiers.
The New Army Combat Fitness Test (ACFT) and Holistic Health and Fitness program (H2F) provide the critical tools necessary to assess and optimize Soldier performance.

Please cut and paste in your email (titled "2022 Soldier Readiness Survey (WTBD, ACFT, and H2F)"), and tell us if we’re getting these right: copy & paste into browser.


As the proponent for WTBD, H2F, and ACFT, the United States Army Center for Initial Military Training conducts this survey every year.
We need to determine what the WTBDs should be, and whether we’re preparing our Soldiers to execute them. As the operational environment evolves, and our adversaries become more sophisticated and lethal, so too must the way we physically train, condition, and test our Soldiers.

Your input in this process is vital.

SUBJECT: Army Directive 2022-15 (U.S. Army Biometric Program)
1. References. See references enclosed.
2. Purpose. This directive provides policy and guidance for the U.S. Army Biometric
Program to reduce risk to Army missions and resources, including personnel,
information, and facilities, and will serve as the basis for a new Army regulation that
defines roles and responsibilities.
3. Applicability. The provisions of this directive apply to the Regular Army, Army
National Guard/Army National Guard of the United States, and U.S. Army Reserve. This
directive does not address physical evidence and deoxyribonucleic acid (DNA)
collection requirements in reference 1h, or logical access control described in
reference 1u, and does not apply to law enforcement or intelligence activities.
4. Policy.
a. Army mission command will employ information derived from biometric
capabilities across the operational continuum through the warfighting functions
(command and control, movement and maneuver, intelligence, fires, sustainment, and
protection) to facilitate lethal and nonlethal effects. These capabilities include existing
and developing modalities, such as fingerprint, iris recognition, retinal scan, facial
recognition, hand geometry, palm print, voice recognition, keystroke recognition, and
gait. Unclassified biometric program activities conducted by Army components and
tenants on Army installations and facilities will follow policy pursuant to this directive and
references 1e and 1g.
b. The Army will use biometric, biographic, behavioral, and contextual data
(hereinafter referred to as “identity information”) to identify physiological and/or
behavioral characteristics and differentiate one individual from another in support of
national and military objectives consistent with reference 1m.
c. Identity information from individuals affiliated with the Department of
Defense (DoD), as well as those not affiliated with DoD, and collected as a part of
national security-related operations, Army missions, and bulk collections from
interagency or foreign partner repositories, will be stored according to applicable law,
policy, and guidance in reference 1i in the authoritative repository—the Defense

Biometric Identification Records System (DoD Automated Biometric Identification
System, or DoD ABIS).
d. Acquisition of identity information on individuals not affiliated with DoD will be
restricted to efforts essential to the accomplishment of assigned DoD and Army
missions consistent with references 1e and 1r.
(1) Prior to acquisition of any biometric identity information, the acquiring
organization will develop a concept of operations (CONOPS) (template available at:
https://acqnotes.com/acqnote/acquisitions/concept-of-operations-conops) to
communicate the vision for the proposed capability. The CONOPS will define the
objectives of the capability and, at a minimum, will detail the information being collected,
the population scope of the collection, the purpose and use for collecting the
information, the organizations and personnel performing the collection, and the term of
collection activities. Information enrolled into DoD ABIS may be restricted using
handling caveats. Where the acquisition impacts privacy and civil liberties of protected
individuals, the CONOPS will prioritize applicable protections regarding the persons
about whom the information is collected.
(2) Prior to implementing the capability, the acquiring organization will ensure
coordination of the CONOPs (described in paragraph 4d(1) of this directive) with the
Defense Forensics and Biometrics Agency. The CONOPS will be approved by the first
general officer or member of the Senior Executive Service in the chain of command
following review by the servicing staff judge advocate, who will ensure coordination with
the Office of The Judge Advocate General.
e. All identity information collected and maintained in DoD ABIS will be unclassified
or classified at the lowest appropriate level, consistent with reference 1o, to maximize
interagency and international accessibility, data sharing, discoverability, and use.
f. The Army will submit identity information collected on international military
students (IMSs) and their accompanying family members (AFMs), as outlined in
reference 1l, and submit the data to the DoD ABIS. The in-country organization
responsible for facilitating collection will provide identity information to the repository
prior to an individual’s travel to an Army-controlled facility. If identity information was not
obtained prior to the individual’s departure for an Army facility, the sponsoring Army
organization will coordinate for the data to be acquired and submitted immediately on
arrival at the individual’s destination. The Army will acquire identity information from
international visitors or representatives of foreign governments only when authorized by
the Office of the Under Secretary of Defense for Policy or Office of the Under Secretary
of Defense for Intelligence and Security, as directed by the U.S. Army Deputy Chief of

Staff, G-2; Provost Marshal General; or by the senior commander, as defined in
reference 1s.
g. The Army will operate and maintain DoD ABIS in support of Army and DoD
identity operations. Furthermore, the Army will continue to resource the research and
development of technologies to advance biometric identity activities as part of the Army
modernization strategy.
h. The Army’s biometric enterprise capabilities will be designed and optimized to—
(1) Verify, attribute, and identify persons of interest, adversaries, and military
threat actors to enhance operational environment understanding.
(2) Synchronize and integrate Army biometric enterprise capabilities with other
identity-related efforts, such as expeditionary forensics, digital multimedia forensics,
document and media exploitation, and identity intelligence, to support warfighter
functions in a manner that ensures consistency and interoperability across the Army,
within DoD, and at national and international levels.
(3) Provide appropriate Army biometric support to relevant national and
homeland security screening and vetting missions and activities, including intelligence
analysis, homeland defense, watchlisting, targeting, collection, Federal law enforcement
activities, border and immigration security, Defense support to civil authorities, and
partner capacity building.
(4) Incorporate the DoD Data Strategy (reference 1n) to enable pedigree of
identity information from the point of collection or creation to its placement into the DoD
ABIS. Facilitate automated information discovery, integration, sharing, and use across
components, security domains, and capability areas in support of warfighting functions
and homeland defense.
(5) Incorporate or develop (as needed) data formats for the interchange of
biometric signatures to enable system interoperability and placement in the DoD IT
Standards Registry (DISR).
(6) Implement data governance to provide principles, processes, frameworks,
tools, metrics, and oversight to effectively manage identity information at all levels, from
creation to disposition.
(7) Discover, access, share, and integrate biometric data for biometric-
augmented operations, law enforcement activities, and intelligence production through
the development of relevant tactics, techniques, and procedures.

i. Identity information will be exchanged between Army forces and will be
integrated and interoperable to the fullest extent possible to enable operations.
j. The DoD ABIS expressly does not maintain any record or information that is
subject to Executive Order 12333 (United States Intelligence Activities), DoD
Directive 5240.01 (DoD Intelligence Activities), or Army Regulation 381–10 (U.S. Army
Intelligence Activities).
k. Identity information collected, maintained, used, and disseminated is maintained
by the Defense Forensics and Biometrics Agency in accordance with the DoD ABIS
system of records notice (reference 1v). The Army Records Management Directorate,
Privacy and Civil Liberties Office will oversee compliance of U.S. and Army privacy
policies (references 1a, 1f, and 1q) to ensure Army biometrics operations are conducted
consistent with the U.S. Constitution, the Privacy Act of 1974 (as amended), and DoD
and Army privacy and civil liberties policies.
5. Proponent. The U.S. Army Provost Marshal General is the proponent for this policy,
responsible for incorporating the provisions of this directive into a new Army regulation
within 2 years of the date of this directive. The Provost Marshal General serves as the
Army’s principal and responsible official for DoD biometrics and executes Secretary of
the Army responsibilities as the DoD Executive Agent for biometrics in accordance with
this directive and references 1d, 1g, and 1p.
6. Duration. This directive is rescinded on publication of the new regulation.

Soldier Guidance Migrating FY22/21 TAR ArmyIgnitED

Date Published: 13 Oct 22 Guidance for Migrating FY22 and FY21 Tuition Assistance Requests in ArmyIgnitED 1. On 17 October 2022, FY22 Tuition Assistance Requests (TARs) will migrate into the upgraded ArmyIgnitED system. On 24 October 2022, FY21 TARs will migrate. Soldiers who submitted TARs for FY22 and FY21 should click on Tuition Assistance Requests in their dashboard and review each migrated request to ensure the following information is correct:         A. Credit Hours         B. Credit Type (Semester or Quarter Hours)         C. Credit Cost         D. Course Level (Undergraduate or Graduate)         E. Course Start Date The Soldier Tutorial for viewing an approved TAR can be located via the following pathway from the Soldier’s Dashboard in the upgraded ArmyIgnitED system: Login to ArmyIgnitED > Click on the Question Mark Located at the Upper Right Corner > Documents & Links > Tutorial – Viewing an Approved TAR- SM. **NOTE: If Soldiers find mistakes, they should contact their education center for corrections or escalation for further action. 2. Missing or incorrect grade: If a class end date has passed and a grade has not been posted or the posted grade is incorrect, Soldiers should contact their Academic Institution (AI) to have the grade posted or corrected. 3. Unwanted TARs: If Soldiers have an unpaid TAR in ArmyIgnitED that they do not want funded, they should contact their education center to have the TAR disapproved.  4. FY21 TARs are scheduled to migrate on 24 October. Soldiers will take the same actions listed above on those TARs.  5. ACCESS ArmyU acknowledges that there will be Soldiers who identify that not all of their courses are in the upgraded ArmyIgnitED system, including courses that Soldiers were unable to get into the previous system due to functionality issues. Once the FY21 data migrates, ACCESS ArmyU will provide guidance on how to create TARs for unpaid courses from previous FYs, adding them to the system. If a Soldier has a TAR that exceeds his or her annual limits, they can request to have that TAR disapproved by their education center. 6.
