1.  This message supersedes reference F. This message is effective upon release and will expire no later than (NLT) 30 September 2026.


2.  The purpose of this message is to provide updated policy and implementation guidance for:

a.  The transfer of commissioned officers serving on the active-duty list (ADL) of a uniformed service component of the United States to the ADL of another; this includes the U.S. Space Force (USSF), the U.S. Coast Guard (USCG), the U.S. Public Health Service (USPHS) Commissioned Corps, and the National Oceanic and Atmospheric Administration (NOAA) Commissioned Corps.
