2022 Soldier Readiness Survey (WTBD, ACFT, and H2F)

Fellow Soldiers,Does the Army produce physically fit Soldiers with the mental fortitude and tactical proficiency to prevail in combat?Warrior Tasks and Battle Drills (WTBDs) are the fundamental combat skills trained to ALL Soldiers. The New Army Combat Fitness Test (ACFT) and Holistic Health and Fitness program (H2F) provide the critical tools necessary to assess and optimize Soldier performance.Please cut and paste the link in your email (titled "2022 Soldier Readiness Survey (WTBD, ACFT, and H2F)") into your browser, and tell us if we’re getting these right.As the proponent for WTBD, H2F, and ACFT, the United States Army Center for Initial Military Training conducts this survey every year.

We need to determine what the WTBDs should be, and whether we’re preparing our Soldiers to execute them. As the operational environment evolves, and our adversaries become more sophisticated and lethal, so too must the way we physically train, condition, and test our Soldiers.Your input in this process is vital. The link will take you to the WTBD/Combat Readiness Survey. HRC centrally manages RA and USAR AGR Soldiers’ attendance at the Advanced Leader Course (ALC), Senior Leader Course (SLC), and Master Leader Course (MLC). HRC only manages the Basic Leader Course (BLC) attendance for the USAR AGR. Scheduling Methodology: Soldiers are scheduled for training based on Army priorities and their current standing based upon promotion points or order of merit list (OML). The most current OML approved by Army G1 will be used as the primary research for scheduling along with the scheduling priorities outlined in this MILPER. Effective 1 October 2022, Soldiers attending a FY23 ALC/SLC course are now required to complete the new virtual learning (VL) phase prior to attending the follow-on resident phase. There are few exceptions where there is no VL course. Soldiers will be scheduled in the ALC/SLC resident phase which will trigger a reservation in the VL phase. 1. CHANGES TO VOLUNTARY ACTIVE SERVICE RETIREMENT TIME IN GRADE REQUIREMENTS (FOR MAJORS) FROM THE REPEAL AND REENACTMENT OF SECTION 1370, TITLE 10, UNITED STATES CODE, 14 JUN 21. Although over a year old, this memo is being announced as many are not aware of this change. This memorandum is notification of the repeal and reenactment of section 1370, Title 10, United States Code (10 USC 1370), which became effective 1 January 2021.The provisions of the new 10 USC 1370 significantly changed the service time in grade requirement for an officer in the grade of major to voluntarily retire in the highest grade served satisfactorily from active service. Previously, majors only needed six months time in grade for voluntary retirement. Subparagraph (b)(1) of 10 USC 1370 now states that in order to be eligible for voluntary retirement in a grade above captain an officer must have served for a period of not less than three years. Therefore, majors now need at least three years time in grade in order to retain the rank of major when voluntarily retiring. The Secretary of Defense has delegated authority to the Secretary of the Army to reduce (waive) the time in grade requirement to not less than two years. This authority cannot be further delegated. 1. RATING CHAIN TOOL IN EVALUATION ENTRY SYSTEM (EES), AND PROCESSING SPEED UPDATE. From HRC Evaluations Branch Chief:  https://www.milsuite.mil/book/message/1000800      a. It looks like the Date Picker workaround (use Firefox) for the EES rating chain tool has failed as a result of the latest upgrade to that web browser. Apologize for the inconvenience. We are working the transition from old IE browsers to new Edge and the Firefox browser was a means to get the mission done. HRC IT team is looking at the problem and will hopefully come up with another workaround. I will post it here if we do. The permanent fix is scheduled to be delivered 8 NOV 22.      b. Processing time has been slower over the summer due to some employee transitions and summer leave.  We have been as high as 10 weeks from receipt to sending to IPERMS. This also means that reports aren’t being returned as quickly so if rating officials are set to retire or ETS, please make sure those reports get a second or third set of eyes. It is harder to fix once separation has occurred and we want the Rated Soldier to not be disadvantaged. NEW DA FORM 31 (SEP 2022).  In June 2022, US Army Recruiting Command (USAREC) identified the necessity for a new leave Combination category in Block 8 of DA Form 31 (Request and Authority for Leave).
