SUJBECT: Clearing Inactive or Inaccessible Army Mobile Devices
1. References. See enclosure.
2. Purpose. Authorizing the wiping of Inactive or Inaccessible Army Mobile Devices
Across the Army.
3. Background.
a. On 3 August 2022, the Deputy Secretary of Defense released a memorandum
directing DoD Components to capture and save all user data on DoD-provisioned
mobile devices when devices are turned in. On 9 August 2022, Headquarters
Department of the Army (HQDA) Chief Information Officer (CIO) issued an All Army
Activities (ALARACT) message to all Army personnel that users must retain text
messages made or received in connection with the transaction of official business on
government-furnished equipment and to not delete text messages on government-
furnished equipment.
Teams Chat will be used on government-owned mobile devices to communicate and
capture official records.
c. The U.S. Army Enterprise Services Agency, Army Records Management
Directorate (ARMD), in coordination with the Deputy Chief of Staff, G-6, has now
determined that 81,593 mobile devices may be wiped if they are inaccessible due to
forgotten personal identification numbers (PINs) or passwords or if they are corrupted.

Officers are authorized to wipe mobile devices that are inaccessible due to forgotten
PINs or passwords, or if they were corrupted from 3 August 2022 onward.
b. Records Management Officials for HQDA organizations, ACOMs, ASCCs, and
DRUs are responsible for generating lost records for those mobile devices identified in
para 4a. In accordance with 36 CFR Part 1230.14, federal agencies are responsible for
reporting the destruction of records to the National Archives. Lost records reports are
submitted via the ARMD Records Management Division SharePoint site.
c. When conducting government business, Army users of government-owned
mobile devices must use Microsoft Teams Chat for text messaging as the designated
fully managed DoD Mobile Enterprise System. Microsoft Teams Chat is available as a
managed application controlled by an enterprise management system.
d. Any records or data that can be removed from the mobile devices are to be
stored within the organizational SharePoint site with the necessary controls.
5. Procedures. See AR 25-1 (Army Information Technology) and AR 25-400-2 (Army
Records Management Program) for Army-specific compliance procedures.
6. Review. ARMD will review this memorandum annually for potential changes to
policy.
