1. HQDA EXORD 263-25: IMPLEMENTATION OF ARMY DIRECTIVE 2025-13, "FACIAL HAIR GROOMING STANDARDS", DTG: 112213Z JUL 25. Situation. Army Directive (AD) 2025-13 establishes new policy for facial hair grooming standards. Mission. Effective immediately, all Army organizations will implement policy issued in AD 2025-13 to reinforce standards and discipline, medical provider and commander responsibilities in support of Army readiness, and to enable all Soldiers to properly adhere to uniform and grooming standards. The Army Reserve TPU/IRR SSG NCO Evaluation Board will convene at the 99th Readiness Division (RD)
on or about 26 January 2026 to evaluate all USAR TPU/IRR NCOs in the rank of SSG. This board will evaluate the performance and potential of all eligible NCOs for the 
purpose of creating an OML to inform a myriad of human resource decisions designed 
to improve readiness, NCO professional development, and professionalism of the NCO
