CHANGE 2 - FISCAL YEAR 2021 MOI FOR THE HUMAN RESOURCES READINESS TRAINING, 99TH READINESS DIVISION:  This four-day course will assist USAR (TPU/AGR) Soldiers and Civilians who utilize Human Resources (HR) systems to review and process personnel actions. Note:  To maintain edit-access to eSRB, it is mandatory to take the eSRB class.      a. CHIEF OF ARMY RESERVE POLICY # 20-01: ARMY RESERVE CONDITIONAL RELEASE POLICY, DATED 23 DEC 20.      b. CHIEF OF ARMY RESERVE POLICY #20-02: REASSIGNMENT OF ARMY RESERVE TROOP PROGRAM UNIT (TPU) SOLDIERS TO THE INDIVIDUAL READY RESERVE (IRR), 23 DEC 20. Soldiers are expected to fulfill their statutory and contractual obligation to serve in the Selected Reserve (SELRES). Retaining as many Soldiers as possible remains one of my top priorities. Commanders will continue to employ aggressive measures to retain and care for our Soldiers.      c. DELEGATION OF AUTHORITY #20-33: PERMISSIVE PARACHUTE PROGRAM, 23 DEC 20. From the CG USARC: Permissive parachuting is an Army personnel program for experienced airborne-qualified Soldiers on active duty, members of the Selected Reserve, and Individual Ready Reserve, assigned to non-airborne duty positions. I delegate approval authority to Commander, U.S. Army Civil Affairs and Psychological Operations Command (USACAPOC) for all Soldiers under his/her General Court Martial Convening Authority (GCMCA).      d. DELEGATION OF AUTHORITY #20-36: VOLUNTARY BRANCH TRANSFERS, FUNCTIONAL AREA (FA) DESIGNATION REQUESTS, AND AWARDING/ WITHDRAWING ASIs AND SQIs FOR U.S. ARMY RESERVE TROOP PROGRAM UNIT OFFICERS, 30 DEC 20. From the CG, USARC: I delegate authority to the Readiness Division (RD) Commanders to approve requests for voluntary branch transfer, FA designation, and award ASIs or SQIs in accordance with this policy/enclosures and current proponent guidance, except the classification of warrant officers of the Judge Advocate General’s Corps (JAGC). This authority only applies to USAR TPU officers under the administrative control of this Headquarters and rests solely at the RD level. In addition, RDs have the authority to award Areas of Concentration (AOC) as required.      c. MILPER MESSAGE 21-016, TRANSITION ASSISTANCE PROGRAM (TAP) – VIRTUAL CENTER OUTAGE, ISSUED: [1/15/2021 2:28:24 PM]. In an effort to upgrade service to transitioning Soldiers, the Transition Assistance Program (TAP) is currently updating the software used to conduct virtual classroom training.  In doing so, all virtual classes scheduled for 19-29 January 2021 are suspended.  TAP Virtual Center personnel will contact those transitioning Soldiers affected and work to reschedule accordingly.  Telephonic counseling will remain operational and will continue throughout the update. https://www.hrc.army.mil/Milper/21-016
