S1NET Message Summary - 3/4/2024

1. PERSONNEL OFFICE / S-1 RESPONSIBILITIES IN PROCESSING CONTINUATION PAY IN THE BLENDED RETIREMENT SYSTEM. From HRC Force Alignment & Development Division: Continuation pay (CP) is a direct cash payout, like a bonus, available to Service members enrolled in the Blended Retirement System (BRS). AR 637-1 (Army Compenstion and Entitlements Policy), outlines the responsibilities of the Personnel Offices / S1s with preparation and processing CP contracts. Among its responsibilities is the critical requirement to process continuation pay contracts for filing in Soldiers’ Army Military Human Resources Records (AMHRR). Prior to Soldiers separating from service, verification of CP is required. This verification can only be done thru the review of the AMHRR. Based on our initial review, it appears many Personnel Offices / S1s are not processing the CP contract in the Soldier’s AMHRR. U.S. Army Human Resources Command (HRC) is asking for your help to ensure, upon execution, all CP contracts are forwarded for filing in the Soldier’s AMHRR. 2. REGULAR ARMY NONCOMMISSIONED OFFICER SLC-MLC SCHEDULING (OML DATA) - FEBRUARY 2024. From HRC Military Schools Branch: To provide transparency and manage expectations, Military Schools Branch releases monthly statistics of Soldiers scheduled for SLC/MLC by Military Occupational Specialty (MOS) and the Evaluation Board Order of Merit List (OML). 3. ON DEMAND (EDUCATION) COUNSELING (ODC). From IMCOM Army Continuing Education System (ACES):  Need to see an Army Education Counselor, but don’t have the time to visit your local Education Center?  No problem!  The Installation Management Command has launched its Army Continuing Education System’s on Demand Counseling to help!  Just downloading the public app for Microsoft (MS) TEAMs on your cell phone; scan the QR code in the attached (at following link) flyer and sign-in as a guest with your Rank and Full Name. You’ll be automatically connected with an ACES Virtual Education Counselor. Virtual Counseling is available 1000-1400 Central time, Monday through Friday. 4. (USAR) FY24 STRATEGIC BROADENING SEMINAR (SBS), AD HOC, INTERALLIED CONFEDERATION OF RESERVE OFFICERS (CIOR) SEMINAR RESULTS. Selected applicants are identified at the following link, and applicants selected for seminars have been directly notified by government email to accept or decline opportunity.      e. JOB AID - VIEWING SOLDIER PROFILE FOR PROMOTION. From the USARC G-1:  Please see the attached (at following link) job aid to assist in helping the individual Soldiers to view their profile and check the listed professional military education (PME) updates for accuracy.      f. REFORMAT MONITOR APPROVALS DATES. “A recent update has caused the "Modified" date in Monitor Approvals to list multiple date formats. This affects users when they attempt to run an analysis via exporting data and creating dashboards in Excel/Power BI. The new formats are now a fractional sequence and "DD/MM/YYYY HH:MM:SS.0" format. If you do not change the format you will see incorrect future dates. I've attached (at following link) a guide on how to solve this quickly, but also recommend that dates be in a singular universal format across the entirety of Monitor Approvals and HCM (DD-MMM-YYYY). Users are seeing numerous date values on the same queries or inserting different date formats to pull reports (e.g., DD-MMM-YYYY HH:MM:SS).      a. RETIREE RECALL FOR OTJAG FOIA ATTORNEYS. The Office of the Judge Advocate General, Administrative Law Division, is the Initial Denial Authority for requests for administrative investigations conducted pursuant to AR 15-6 and is seeking a retiree recall of a MAJ (Ret.) or above to perform Freedom of Information Act (FOIA) reviews of administrative investigations from across the Army.      a. ALARACT 010/2024, MILITARY AND FAMILY LIFE COUNSELING PROGRAM, DTG: R 011255Z MAR 24. This message prescribes impending policy and assigns responsibilities to implement the DOD Military and Family Life Counseling (MFLC) Program, which empowers commanders to advocate for Soldiers and their family members and to provide easy access to a continuum of non–medical counseling support. The program provides non–medical counseling services to service members, their families, and survivors on installations and in communities worldwide. The MFLC program supports face–to–face, telephonic, virtual though military Onesource, secure online chat or live video sessions around service member and families’ schedules. This message announces the eligibility and administrative instructions for the FY24 Army Astronaut Candidate Application. The FY24 Army Astronaut Candidate Board will convene in March 2024 to select Soldiers for nomination to the National Aeronautics and Space Administration (NASA). Soldiers will compete with other military and civilian applicants for selection to the NASA astronaut candidate program, a rigorous 2-year program to train astronauts for spaceflight.
