MILPER Number: 26-135 Special MOS Alignment Promotion Program (SMAPP)

1.  This message rescinds MILPER Message 25-065 (reference N) and will expire one year from date published.

2.  Soldiers serving in the Regular Army (RA) may reclassify into specific critical military occupational specialties (MOS) identified in the Special MOS Alignment Promotion Program (SMAPP). Promotion of Soldiers reclassified into a SMAPP-designated MOS will be effective on the date of graduation from the MOS-qualifying school, which occurs after all training phases are completed and the MOS is awarded, provided they are otherwise eligible in accordance with reference B above. This message will be cited as authority for promotion in the promotion order.

MILPER Number: 26-134 USAR Active Guard Reserve Reclassification In/Out Calls

1. Effective 1 April 2026, this MILPER establishes In/Out calls for the USAR AGR program and will expire no later than 30 June 2026.

2. General: This message is used for USAR Active Guard Reserve (AGR) reclassification purposes in conjunction with above references. In/Out calls are changed as needed based on the strength of the military occupational specialty (MOS) and are posted on the first week of each quarter to the USAR AGR Talent Management Division (TMD) website at https://www.hrc.army.mil/content/AGR%20Talent%20Management%20Division%20Landing%20Page

a.  The In/Out call data maintained by HRC takes precedence when a discrepancy exists between current data and posted data.

b.  AGR Enlisted reclassification packets will be accepted during the first month of the quarter following the publication of the in-out calls to the TMD website. 

c.  Requests to be reclassified to 79V and 42T will not be limited to the first month of the quarter.

MILPER Number: 26-130 FY28 Colonel (COL) Finance and Comptroller (FC) Key Designated Billet (KDB) Selection Panel

1. This message will expire NLT 02 May 2027. 

2.  The Finance and Comptroller (FC) Key Designated Billet (KDB) Selection Panel will convene on or about 20 July 2026 at the United States Army Human Resources Command (HRC), Fort Knox, Kentucky, to consider nominations for projected Fiscal Year 2028 (FY28) KDB positions. 

a. This is the tenth iteration of the COL FC KDB Selection Panel and has replaced the Colonel Army Competitive Category Centralized Selection List (CSL) -Command/Key Billet Board for officers in the Finance Management and Comptroller Corps. This process represents the Army’s and the Army FC’s efforts to refine the talent management strategy at the COL grade plate to select the best-qualified officers (based on knowledge, skills, attributes, and experience) for key and strategic FC positions across the enterprise IOT achieve a high-state of readiness in today's volatile, uncertain, and complex global security environment. 

b. The KDB Selection Panel is an “opt-in” Selection Panel. Officers electing to compete for KDB will be considered for all opportunities listed in Paragraph 3 and must take action to be considered. 

c. If an officer selected for KDB wishes to defer/decline, he/she must submit a memorandum to the MILDEP, ASA (FM&C) with justification. The MILDEP, ASA (FM&C) will review each deferment/declination request to determine the officer's future eligibility for KDB. 

d. The tour length for KDBs is 24 months unless curtailed or extended by the MILDEP, ASA (FM&C), within parameters established by the Chief of Staff of the Army.

MILPER Number: 26-127 Clarification and Guidance on Imminent Danger Pay (IDP) Entitlements

1.  Purpose: This message provides consolidated guidance and reiterates current policy for the administration and payment of Imminent Danger Pay (IDP) to eligible Soldiers and will expire NLT 365 days from publication. This message is intended to ensure all leaders, finance professionals, and Soldiers understand the governing regulations and entitlements.

2.  Applicability: This message applies to the total Army (Regular Army, Army National Guard, and U.S. Army Reserve Soldiers on active duty).

MILPER Number: 26-126 Exception to Policy (ETP) to Army Active Component Individual Deployment to Dwell Policy

1.  This MILPER message will expire one year after release and applies to active duty Soldiers. Guidance on Reserve Component Mobilization to Dwell policy is located in DoDI 1235.12.

2.  Dwell time is the time a unit, detachment, or individual is not on a deployment. Individual dwell time reflects the time a Soldier is not on a deployment, while unit dwell time reflects the time an entire unit is not on a deployment. The Army uses dwell time to safeguard Soldiers from repetitive exposure to deployments unless required by operational necessity. Dwell time protections do not apply to unit training events, exercises, or mission support temporary duty.
