SUBJECT: Army Data Modernization and Centralization to Vantage

2. Purpose. This memorandum announces the centralization of Army data into the
Vantage platform to support modernization and readiness.
3. Background.
a. As part of our ongoing modernization efforts, the Army recognizes that data is a
strategic asset. To maintain our competitive edge, improve decision-making, and
ensure operational readiness, we must transform how we manage, access, and utilize
data across the enterprise.
b. Centralizing data to Vantage is more than a technical upgrade, it is a cultural
shift. We are building a data-driven Army where leaders at every level can access
timely, trusted information to make informed decisions. Vantage will empower our force
with the analytical capabilities needed to meet the challenges of tomorrow.
c. The Army has made significant progress in managing its data and has now begun
its Artificial Intelligence (AI) journey. Among the seven approved Army data platforms,
Army Vantage has become the primary hub for consolidating Title 10 data. This data
supports AI algorithms that enhance business and readiness processes and decisions.

To accelerate AI adoption and improve access to Army data, Army Vantage will serve
as the central platform for Title 10 data, feeding AI algorithms both within and outside
these platforms.
4. Directive. Effective immediately, as required by business and readiness AI
initiatives, all Army organizations will begin transitioning their business and readiness
data assets to the Vantage platform.

5. Implementation.
a. For those seeking data for business and readiness AI purposes, start by checking
the Army Data Catalog (https://datacatalog.army.mil) for available data products. Then,
visit the Army Data Marketplace (https://vantage.army.mil) within Vantage to find
existing, curated data that has been prepared for Army-wide use by Data Stewards.
b. For AI tasks, commands and organizations must work with their Command Chief
Data and Analytics Office (C2DAO) to identify critical data sets, ensure compliance with
governance standards, and to get final approval from the Army Chief Data and Analytics
Officer (CDAO) for their migration plans.
c. Exception requests. Requests for exceptions to the requirements in this directive
should be documented and submitted to the CIO via ETMS2. Exception requests must
include justification (including cost and mission impacts). Each request will be
adjudicated based upon factors including cybersecurity risk.
d. Functional Leads/C2DAOs nominating AI data product must be overseen by
Functional Data Managers and approved by a Data Steward in accordance with ref b.
Functional leads / C2DAOs will be responsible for ensuring data products entering the
Vantage system practice Extraction, Transformation, and Load techniques to provide
efficient data products in terms of Vantage utilization to ensure scalability of use.
e. In the next 90 Days, all ACOMs, ASCCs, DRUs and HQDA will provide a
transition plan to Vantage.
f. All ACOMs, ASCCs, DRUs and HQDA will be transitioned to Vantage by 31 March
2026.
